The Tools buttons determine the current actions you are performing with operations taken in the Map Window. The buttons in the Toolbox should be viewed in three groupings: Pointing to any position in this world map, click-ing-and-releasing the left button will center that location in the map window. Clicking-and-dragging inside of this rectangle will drag/scroll the current map window accordingly.
Note that the white rectangle within the world map represents the portion of the world currently displayed in the current map window. This world map can be used to reposition the view of the current map window. The topmost section provides a small-scale view of the entire map, with an indication of the section of the world currently visible in the current Map Window.
The specific actions you will take are, for the most part, controlled by the various Tool Buttons in the Toolbox.
